I would need to see a better pic, but drain plugs became standard in the 1970 model year.  The car is late enough to where it MAY have had that plug originally.

All Muncie main cases 3925661 have a drain plug even if it is not an M22. All late build '69 Camaro's would have this case.

Not all....I have seen a couple late build 69 with a 660 and drain plug.
I myself have a late 11A car with 660 case and drain plug
