What does the forum know about 69 rs/ss
hood style usage i.e. Cowl hood / velocity stack hood trim ?

Ooops  ;)I found a thread that says cowl hoods
were not available on early pre Xcode cars ?

Yeah, I think the ZL2 hoods started in the 2nd week of X-coded cars (12C).

SS equipment included the 'velocity stack' hood.

The ZL2 hood was released as an option November, 1968. Earliest known installations are the last week of December, 1968 at both plants.
