69 vin by oil filter

Was it common practice to grind the rough area by the oil filter prior to stamping the vin?

I'm no expert but I'd call foul on that. Restamp "I" Think.

i will leave it to the experts, but it looks like they ground the paint off. could have left those marks.

Here is the original pic, if you need a better shot let me know (keep in mind the block is still in the car)
- I read some where that if they mis-stamped a block at the factory they ground it off and re-stamped it - if this is the case, is there any way to possibly see the previous VIN?

I think it's original. Looks like the casting might have had some flash that was removed.
Do you have a pic of the engine pad?
