Horn Relay Malfunction

Putting my '69 back together and the horn relay starts making the key minder noise when I plug my horns up. Unplug the horns and it stops. Is it a ground issue on the horns or something else?  * Note* steering column is installed but steering wheel is not attached if that makes a difference on ground for the horns.

if the horn button doesn't ground out the relay doesn't close and power the horns.
I would check the horn relay ground to the shroud, then check the door jam switches. Are you having dome light issues too?

You can test the horns by grounding out the horn button lead, the relay should close with an audible clicking noise if the horns are not plugged in.

Are the wires connected properly (as shown below) to the horn relay spades? The green wire is 12V out to the horns, the black wire is the ground for the horn relay (from the horn button), and the pink/black wire is from the key minder switch in the steering column (switch is closed if the key is in the ignition). If the key isn't in the ignition, the buzzer shouldn't work; if it does, the key minder switch has failed closed.
