Made for both small block and big block engines?  Was it the same part#?

Heartbeat City says "Camaro fuel filter canister clamp. This clamp is used on all 350/255hp, 350/300hp, 396/325hp, 396/350hp engines with Quadrajet carburetor and vapor return line."

I thought they would be different.

They are the same.  These are the only engines that used the big canister type filter with a return line.

So there must be a bolt hole mount that's works the same for both. Where does it mount on the SB? Intake manifold bolt?

Nope the SB don't get a mount bracket like the BB. SB just sorta hangs in the wind so to speak. The fuel lines are pretty tight and stiff so you'll have no problem.
