fender shims plating?

Removed the front clip from a very low milage rust free 68 z today and was very surprised. All of the fender shims are plated grey phosphate. I always believed the shims were plated silver zinc/cad. Did anyone else ever see gray shims? what does judging believe is correct? thanks alot John

On my untouched/original '69, all the fender shims are phosphated; only the upper control arm caster/camber shims are zinc-plated.

On original cars that is all I have ever seen is grey phos.
