That's for a bellhousing-mounted starter. '53-'62 Corvettes used them, and there were passenger and truck applications as well in that era. Corvettes didn't get block-mounted starters until 1963. Everything with bellhousing-mounted starters used 14" 168-tooth flywheels.

Yes, it looks like a '57-up nose; the '56 bellhousing-mounted starter didn't have the solenoid linkage enclosed.
