Under-dash assembly steps

I'm about to start putting all of the under-dash stuff in my 67.  Only a few switches are installed now so before I start I thought I'd quiz you guys on what the best procedure might be.  By that I mean in what order should I install the parts?  I believe I saw in someone's pictures that they put the heater control assembly in first.

In the plant, the first part that went in was the dash mat, then the defroster duct, then the heater with cables and control head attached. Have you read the Assembly Paper at:
