julian date codes

I am looking at a Rochester carburetor (for a buddies 06C 69 Chevelle) with a date code 2649...  is this a Sept 1969 or a Sept 1968 carb?  I guess what I want to know is

1) Does the year code reflect the model year or the actual year?

2) Did the Julian date start on Jan 1 or on August 1 for the production cycle?  I am assuming Jan 1 for what I have read but would like some facts if there's any to support it.

1. For carbs, it's "actual" year so yours was assembled on the 264th day of 1969 (or 1979 if it's a service replacement.)
2. Julian dates stared on Jan 1 (001) and ran to Dec 31 (365 or 366 if it's a leap year).
