Yes - that "CE" block was made at Flint V-8 in 1972. See:

Is it normal for the last to digits to have a few spaces after the fourth digit and to be offline from the first four?

I have a CE 0  3969854 block that has been partially coded where the starter bolts up to..
Impossible to see unless starter is dropped but, there nonetheless..   Looks like a GM stamping...

Many CE blocks are date-stamped on the machined starter mounting pad.
