decode my engine pad stamping

it is VI028ME build of the car is 10E = oct 1966 5th week

I know some of it
V = flint plant
I = NO IDEA ?
0 = NO IDEA ?
2 = NO IDEA ?
8 = NO IDEA ?
ME = 327 210 with 2spd powerglide

1028 is the month and day your engine was assembled on = October 28th, 1966.
