Can LA and Norwood Vins have the same sequence number?

A friend and I were talking about VINs.  He has an LA car and I have a Norwood car.  Is it possible for a 69 Camaro to have the exact same VIN with the only difference being the L or N?  Did LA have a different starting sequence starting number?  It just seems odd to me that two 69 Camaros could have the last same six numbers.  It would be a bit confusing as well I think.  I know that Norwood started thier cars at 500,000.  What is the range that LA used?

Yes.

I checked our db to see if we had any and came up with only one pair.
