Listed on the option sheet on every one I've ever scanned, I don't like to assume anything, but likely since every RS had them from day 1. Makes you wonder, though, as reportedly only 116 cars equipped as CE1/open headlight.

The reason I ask is I purchased an original bone/grey standard grill at a swap meet that has no provision for the option.
Never seen that before...Joe

If you purchased a "standard" grille (not an RS grille), I would expect it not to have the provisions.

And yes, CE1 was available from the start of production. That 116 total is ONLY for "standard" cars. Rally Sports weren't included in that total.

Are those GM grills, aftermarket, used, new, what? After 50 years you never know who touched them.

The 2 I looked at were "born with" to the car they're in. The grill I purchased for my car in 1981 has the holes also....Joe

FWIW in the 69 AIM it shows two part numbers for the grille under UPC CE1  - 3957044 for non SS and 3957062 for SS.  For the standard/base grille under UPC 11/13 Sheet A5 it shows a part number of 3929990.  In the GM Parts Wiki site I see a 73 revised supersession manual that indicates the 3929990 was replaced by/use instead part number 3957044.  So the base/non- CE1 grille was later replaced  by the one with CE1 provision/holes?  If they had a shortage of the base 3929990 grille on the assemble line would they used the CE1 one instead.  I didn't look for the running changes notes in the AIM.

There you go. That happened a lot in service.

I imagine the superceded number was the change from the off-white molded/Argent grille to the black grille, like the one I bought to replace my damaged original Argent grille in '78. Not drilled for headlight washer nozzles, nor are the other two standard grilles I have. The molded-in locations are present on the grilles, they are just not drilled.

Steve
