Need help to find records on a non-title car

First, apologies for the car in question not being a Camaro, but a 68 Firebird.

In order to get this registered here in Finland I need to find some info of the car having been registered in the US, previous license plate or such official document.

The car was sold overseas a few years back with only a hand written bill of sale on a piece of plain paper, no date, state unknown.
VinAudit.com does not recognize the VIN #223378U152195.
I need verification that it is not stolen, scrapped or something other.

I donīt know how or where to search.

It is a good project but before I buy it I have to find some US documentation.

The good news is, Pontiac Historical Services can provide you with information on how it left the factory to help you restore it.

A VIN check here shows no theft record, but don't know if that is enough for the Finnish government.

If it is in Finland now, do you know how long it has been there?  There should have been some kind of shipping record, and it is my understanding that normally it would have to be checked for "issues" before being shipped overseas. 

What does the current owner have to say?

If you can't get it registered, it may end up being a parts car.

Original state unknown.
It was shipped from Florida, but that doesnīt necessarily mean it is from Florida.
The "bill of sale" reads "rolling firebird $500" - it may mean that it is local or near by purchase or it may mean that when some other car maybe in good condition was bought in Iowa? for example and was picked up in some big trailer with xtra space there was this pos nearby "hey whatīs that, Iīll take that also..."

Toll papers have a date of November 2010. It may have been purchased a few months before and put straight into a container or it may have been sitting for years? waiting to fill a suitable free space in a container (that happens a lot, Iīm told).

The "Finnish" papers are "ok" from 2010 on, there should be no hassle about that.

But when it gets done it needs to be taxed and customs may want to know US origins on a car without a title. And if they do and I have nothing to provide they will deny itīs existence so to speak and Iīll have a big expensive piece of sh*t on my hands.

If it cost me a few hundred Iīd maybe take a chance on it but it costs a lot and Iīm not willing to risk it if I canīt find any US documents.

As James mention, you can go to this link and order the information for that car, including...
1. A copy of the factory invoice or billing history.
2. A copy of a dealer order form for that year

That may be enough for the government there.

As far as title information goes, we need to verify the VIN first.  I would like to see the tag.

Just got additional info, the car was bought in Orlando Florida from some car shop. So maybe a Florida car?
