Should the Cast iron type starter nose be a 3 or 2 hole design in 67?

I assume you mean for a BB? If so then look at this thread and see my reply #34 showing a 2 hole cast iron nose on an L35:

Yes, there is an oil pan clip. The car still has the original cables so I'll take some pictures of the routing tomorrow.
