1969 lower dash color

I see that the upper dash is a dull or satin finish but what is the lower dash color and how can I get  it correct?

I guess the real question that I am asking is what degree of gloss black is the lower portion. The upper as I'm told is in the 30% range.

The upper is sued I think is what it's called

Its more like a semi gloss.  Something like 60% gloss.  Someone correct me if I am wrong..

That's what it looks like to me... And it is suede on the top to fulfill the 1968 FMVSS.
