Jerry.  The pic I posted above is from my fathers original L78 car.  I will measure the 67 since it was originally a sb car tomorrow unless someone else can get the measurement first.  I am 99.99% sure it is the same...

To my knowledge the small blocks are no different from big blocks.  Verts are in a different location vs coupes due to the convertible top well.  The page rare396bronze is referring to is the location of a vert which makes sense since his is a vert.  Not sure why they put it under the L35 option..??.. 

I pulled this image from the net..  This is what I remember verts spare tire mounting to be correct.

I will look tonight at the 68 but last time I was under it the cover was painted (not great due to being installed) orange but I cant remember if it was bare or black.  William is more than likely correct.  Not that I am doubting..   ;)

There was a discussion on this or similar car over on SYC.  There were a few cars (ZL1's) and a Z that were known not to have them from the factory.  Personally, I think it would have been rare for the decal to have been missed or forgotten but almost anything is/was possible.
