  If the block was decked, I would expect to see swirl marks. Your picture certainly shows what look like broach marks. The letter 'M' looks period correct. Attached is a picture I found with a VIN close to your timeframe. The common numbers look the same.

 Welcome to CRG! Judging from the photos you posted and the condition, I would say it is real. But, if you can post a close up picture of the trim tag on the firewall and the VIN stamped into the engine pad on the front right side, that would quickly tell. Also, check to see if there is a factory traction bar located on the rear differential housing on the right side. We can go from there.

 If it is like '67, which the divider top has holes too, then the well cover is just glued to the divider.

 I have a set that's been holding up for 5 years now. These are a very good reproduction. When I do drive at night, I need to see far due to sudden deer crossings. Not may streetlamps by me to compensate for pool lighting, so these repo T3's light up the road much better than original T3's that had dim outputs. But that is expected for a 50+year old lamp with who knows how many hours on the filament.

My initial thought is the power valve is opening during idle and/or too soon while driving.

Hi JST,

  I've researched GL4 vs. GL5 a lot and decided to use GL4 in my manual and differential.

 Here is an excerpt from that article which I have read elsewhere before when it comes to 'yellow' metal (ex: brass syncros):

  Using GL5 oil instead of GL4 can damage your gear parts because of the high levels of sulfur and phosphorous that reacts against the yellow metals, causing corrosion. This greatly reduces your gear’s life and performance.

  For my Muncie and posi rear I use Sta-Lube 80W-90 made by CRC (P/N SL24229) which a mineral based oil for GL4 applications. For the posi I also add a 4oz bottle of Delco limited slip lube (AC/Delco P/N 10-4003). The way most of us drive (aka: pamper) our cars, this oil should be just fine.

 Aside from the 67 having no drain holes, there is another round hole that wasn't stamped where the hinge is bolted to the hood. I can take pictures from my 04B 67 when I get home next week.

 I don't see the number 7 in the VIN stamp though it can be covered by paint. A normal stamp would be like 7L164xxx    though there was a period where the 7Lxxxxxx was stamped reversed as L7xxxxxx. Looking at the number 6 in the above pad stamp, the font doesn't look right. But I'm only going by what my L35 was stamped on a Feb 67 motor.  Are you still using points or an aftermarket electronic ignition module? 
My 67 tach displays approximately 150 RPM's higher than what the engine is running at but its movement is smooth at all RPM's and using points.
Recently I had intermittent stalling and when it was running between stalls the tach would be bouncing and way off in RPM's vs. motor speed. I eventually found the cause to be a loose post nut on the coil that went to the points.

I wonder what prompted GM in '69 to add a part to hold the hose end instead of using the clip I see in the photo that is already part of the radiator assembly like in '67 (and 68?). Granted the part probably costs cents to produce but you know how the bean counters think.
