My LA car is 04A, NCRS production date is April 3, 1969 and proportioning valve is dated 052-9. That’s Feb 21.

My VN Car, 04B (also Cortez Silver) has the exact same date code for the proportioning valve - 052-9.

While this is out of a '69, here's what the sound deadener looks like.  They do make reproduction deadener that appears very similar, but has black backing material vs brown.

I also use GM Reconditioning paint for the Rad Support and Inner Fenders.   I find it to be durable and about the right level of gloss for those components.

When I was working at GMAD Van Nuys, we would have quality audits and any debris found in a vehicle would be a deduction.  The goal was to achieve a quality audit score of 130, and as we had to use water-based paint due to the strict California EPA requirements, it was difficult to achieve a good audit score.

Interesting.  I found a GM paper cup under the carpet in front passenger area in my '69 Camaro Van Nuys built...they missed that one

Lloyd - I checked mine.  Appearance is identical.  I did notice a very small stamped "p" or "d" near the top.  Hard to see but it's on the version I have.  I'll post a pic later.

Restoration / '69 Small Block Fan Shroud Restoration?

Unfortunately (assuming it's not factory graffiti), someone scratched "302" onto the top of the fan shroud.  It's the original to the car (PN 3938615).   Other than the 302 marking, it's in good shape.    Any suggestions if this is repairable?   I'm thinking to just sand it down and buff it out...are there any other techniques I could use to remove the "302" and restore the ABS material?

I can't contribute any data points from my own 04A, as I bought it with FW rollers all round, but from my research several years ago, late January dates (26th, 27th and 28th) were what I determined likely for that build timeframe at Van Nuys.
The fact that there are those 3 consecutive dates, as well as mid-January dates, suggests that Kelsey-Hayes ran off a large number of YH wheels which probably kept both plants stocked for quite a time. IIRC, there was another run at the end of February but nothing in March, until the next batch in April. I originally figured late Jan or Feb would be OK, but didn't come across any late March/early April VN cars with the Feb date.

Good info!  While not conclusive, we're not the only ones with late January YH dates for Late March/Early April builds.

I can't vouch that's it's original, but my 04B Van Nuys built Z's spare tire rim has the following date code:  K-1-9 1 28, (Jan 28, 1969).  I acquired the car in 1990.  Seems a little early...but also seems more than coincidental it was in the trunk and within 10 weeks of the build date.  The other 4 wheels had been replaced with mag wheels during the 1970's.   

For what's it's worth, I went with all January YH rims for the car.
