I believe this is the Jack date.  9C ?  would that be the 9th of March ?  Didn't even know it was dated   Undecided

Being a Van Nuys built car I would check the top of the gas tank for the build sheet. That's where I found mind. If it is there and readable it would be the documentation you need.
