These are Plastic, Never seen "Rubber" versions as they need to be a bit slippery to allow for arch/dearch action of a dynamic elliptical spring.

I wonder if you Search AMK Bulk and find "Tapping Screws - Hex Head" then select the correct length #14 ? I think ? not sure, cut off any captive washer with a Dremel tool cutting disc.
I bet Gardner has sourced it for their exhaust kits unfortunately they will not sell partial parts.
We need to Check Lloyds Build for possible details.
