Excellent photos and forensics, thanks for all the contributions! My RS doors were restored and assembled consistent with what I'm seeing in the thread including mag phosphating the screws and speed nuts (less the blackout of course). It appears the factory paint (color) process for the door covers was to omit painting the corners producing a blackout effect. From the photos posted on this thread there doesn't appear to be any masking lines on the door corners as the body color paint transition to/from the corners is "soft" or even "ragged".  Nor does it appear there was blackout brush painting of the corners as the body color is the top layer of paint and the base, black dip paint is left exposed (Kevin's and Gary's photo posts show this with good detail). A few more questions to consider:

 - Was this RS door cover paint process performed throughout 1969 production?
 - Was it (standard) practice at both NOR and VN plants?
 - Was the blackout a byproduct of painting the door covers poorly or deliberately done for blackout effect?
 - Was it done for all paint colors or were some omitted? Did black (10) RS optioned cars receive sliver paint to blend with the silver grill color?

Given that the first 50 Yenkos built the 2nd week of January had wide spoliers, it's kind of odd that they were not installed on other cars until Late Feb.

James, I understand that February was a transition month during which the carry-over shorty spoiler inventory was used up. From what I have seen, there are examples of both shorty and full width spoilers being installed in-production during February 1969 and as late as early March. As the January built Yenko cars were COPO orders its "possible" they were given priority.

A side question arose that I thought I should address, Why was I using the larger 4721222 trunk lid rubber bumper rather than the smaller profile version? My Norwood 2B build RS Z was factory optioned with the shorty '68 carryover rear spoiler and used the same 472 bumper used in '68 production until the full width spoiler was phased in during February-early March 69.

I'm fitting the RS headlight doors and grill on my 1969 RS Z project and a friend (..we'll call him Eddie M (enio45)) mentioned that on at least 2 Rally Sport equipped cars he's worked on, the inside corners of the headlight door covers where they are screwed to the backing plate, had been brush painted black to blend with the black plastic grill. If not painted black (or silver on black cars), the corners will show body color through the grill when the headlight doors are closed. Looking through my photo library and searching on-line I haven't been able to find an example of an original paint 69 Rally Sport optioned car (including Pace Cars) to confirm this blackout treatment. If you have an original paint Rally Sport optioned 69 would you please post if you have the door cover blackout. Thanks.

...finally had the trunk stripe issue addressed by my painter, I added a PN 7752901 emblem and for the tape seal (following several attempts and suggestions), I used the 3M Temflex 1755 which has a texture close to the original and is a fabric style.

John, although Charlie's (former) 1,100 mile 1970 Z/28 is an excellent reference, not all the 1970 MY assembly line processes and finishes were the same for 1969 production. Of the original 1969 Z/28s I've seen, the intake manifold bolts were plated clear (silver) zinc rather than phosphated. As zinc ages and succumbs to heat cycles, oxidation, fuel and oil deposits it may appear phosphated. I have seen manganese phosphated intake bolts on late production Z/28s. The front lift hook will have silver paint or orange on early cars with overbrush on the bolt. The wire stands were also brush painted and the bolts securing them will have orange overbrush paint. On Page 42 of the Legends Judging Manual, Intake Manifold section it states "Aluminum intakes use silver cad/zinc shouldered bolts for big blocks and non-shouldered for Z/28s." 

The original, never previously removed intake manifold from my 2B Norwood built RS Z/28. The intake bolt heads appear manganese phosphated however the threads were clear zinc plated when removed during disassembly.

Dave those are original GM pieces, the repo tanks and headlight brackets have hex type welded nuts, also the small welded nuts for the valve on the repo tanks are wrong type hex too.
However if you are trying to get it correct the attaching bolts for the headlight brackets are wrong those are 70 & newer bolts as they are threaded all the way to the end. They should be the same type ends as your tank bolt picture.

Since on the subject, the RS door rubber rebound bumpers in the photo (Reply #13) are a non-original style and should be a shallow profile like the ones below.

Original (69) RS headlight housing shims don't seem to surface often, when I was at MCACN this year I spoke with Larry C who told me for Legends judging they accept this style either manganese phosphated or clear zinc plated. There were likely other shim styles used in production however this is their accepted style. As Mike (rszmjt) noted, other body shims were manganese phosphated so it's likely these would have been too.

The compressed air applicator is an unnecessary luxury but I have more than one console to do so I sprung for the upgrade. I haven't used it yet but the operating pressure is 15-18 PSI and I'm hoping it provides a uniform application. Never thought it might also improve adhesion but it likely will.

Lloyd is making a Master Class on how to concourse restore a 69 Z.  If you are working on a 69 Z, worth it to read the entire saga and keep checking back for updates.

Doesn't look like you're getting much response to your post. If the problem hasn't been solved, I'm in the midst of installing my RS door hardware and plumbing so here are a couple of work-in-progress photos for reference (all related parts are connected/installed except the return spring and dust cover.). All the parts I'm using except the actuators, hoses and bushings are restored assembly line original. They all line up and operate as intended. If you need more photos please let me know.
