That block might  have been for one of the last 4P l78 cars before they became 4k.

I must be missing something here . I own a body shop and have restored  many camaros and have a few of my own. I also own a 69 RS Z flat hood no spoiler . Any body that pays more than 5K  for that car is nuts

You will find that in the assy manual . They were located in three different places. under the dash, on the front of the console and on the rear of the console

It does look odd  next to a black headliner. I believe the front headliner trim  is also white
