That is because it is a air car and the seal is in the way. Also have seen them on the fan shroud on some cars.

Get the PPG DDL, or mix your own, if your a painter, use lacquer. You can not get close with a rattle can. Take the time to look at some original GM cars.

That looks like a good stamp, I have another close date of 0317, and 0305, and 0306. Not so sure any of the posi is OE, you can't tell from the one photo, except the springs are not right.

Has anyone ever seen one of these valves that didn't use a u-cup seal where the end of the spool valve rod comes through the valve body? I recently heard from someone who found such a valve on a '69 Malibu. The body wasn't machined for a seal - picture attached.

No, not to date, have done 6 or 8 so far. If that is the case, as in your picture, I would suspect it may be machined to accommodate a "O" ring vs a cup seal.

On a 69 Camaro the crank sets are the same for standard and deluxe,  I believe. The window regulator has a longer shaft on the deluxe panel, at least in the front.
 The rear's are different than the front, they have a deeper offset to compensate  for the angle of the rear interior panel and allows the needed clearance when the crank knob is forward, put a front on the back and it nearly hits the SS trim .
 The above  may not be the same for 67 and 68, not real sure on those years. But the front regulaters also have longer shafts.

Those look to be OE, there fat across the inside of the handle that you grab onto, newer repops have a sharp contour that feels different.
