Restoration / 1968 Z28/RS - How to replace dash instrument light bulbs?

I just picked up a matching numbers 1968 Camaro Z28/RS and bought a few replacement light bulbs for the dash.  Specifically, the dash turn signal indicators do not light up. I stopped by Classic Industries and got a full set of replacements (12) for the dash.

How the heck do you get those in?

Do I unscrew the dash instrument housing (tach/speedo) and pull them out in one piece?

OR

Do I have to go up under the dash (tried, seems impossible)?

 ??? ??? ???

Ok, I guess I'm not understanding this... Sorry... If I had a 1968 Z28, it could have a Cowl hood?

"Cowl induction for 1967 and 1968 was available as an option for the Z/28 and was an air cleaner assemble that had an air duct bolted up to the fire wall"

Another question about the car I'm looking at purchasing is that it has a cowl induction hood (no wiring/not operable w/value, but insulated).  The CRG 1968 guide says that no 1968 came from the factory with a cowl induction hood.  From this, can it be assumed that the car had the hood added by another prior owner, or was this an available dealer installed option?

I am looking to purchase a 1968 Z28 and the car has no power steering.  I thought the Z's had quick ratio power steering to help with handling.  Is this a red flag that this is not a real Z28?
