Float level is good in both bowls. 
How do you tell if accel pump is functioning correctly?

Engine off. Remove carb cleaner. Look down carb throat. Use a light to light up area in throat if you can’t see clearly. Hold the throttle linkage in you hand and as you look down carb move the throttle as if accelerating, there should be a discharge (squirt) of gas into the throttle body area.  If you don’t see gas coming out during the throttle movement then there is an issue and likely your problem.

Use a service manual or Google to see how to set the correct spacing between linkage and pump lever.

Have you checked the float levels and other carb adjustments such as the accelerator pump?

Question: you are sure the rear drum brakes are actually working with the RPV out?  If they are then there must be some residual pressure there somewhere if you don't notice any nose dive or have a longer pedal travel than normal.  How far does the pedal travel before you get rear brakes to engage?  Have the lines to the rear been replaced to your knowledge?  How about the switch assembly (right under the master cylinder).....has it been replaced or is it the original?  Any possibility either may have some buildup in them?  You bled something, was it the master or at the rear wheel cylinders?  I suppose if there is some restriction and since the master is higher than the rear cylinders there might be enough head pressure to keep the cylinders out but I sure wouldn't want to rely on that.

You mean the RPV.  Sure, you would just pull the brass seat and put it in.  You would need to install a spring as well under the RPV and a new seat.

I was really responding to Kurt's comment. 

I believe any master cylinder port would need a RPV if that particular line was feeding a drum brake cylinder.  Necessary to keep some back pressure for it to work properly.

Still have mine from my 68.  I have them in the original paper pouch provided by the dealership.  Also,  one of my sons has a 67 that still has the plugs in the keys.
