Paul's car was an RS, the tag on the original post doesn't have the 3L code so I it couldn't be the same car

Thinking of Paul and the car (Paul passed in 2011 if I remember right) didn't he buy it from a Cooley? Cooley, might be Coley, also ran a black 67 called Black Trash or Black Trasher?

Or am I confused or mistaken?

I was much too young in those days, but do remember some of the Camaros from back then.

In thinking about this car, I began to wonder: "What is the possibility that this is the same '67 Z28 that was once owned/raced by Jack Cooley and then Paul Vanderley?"   I'd bought the short block from the Cooley race car in 1971-72? after Paul purchased it from Jack... and I'd often wondered the past few years what happened to the car..   Paul passed away 3-4 yrs ago, and Jack was very old when I spoke to him a few years ago, but I knew that Paul's son (Dan Vanderley) now owned and operated VDL Fuel Systems in Theodore, AL, so I called Dan to find out what he remembered.   He did remember the car, but couldn't recall whom it was sold to when Paul quit racing it.   (Both Jack Cooley and Paul Vanderley were added to the Drag Racing HOF many years ago).  Even though I didn't find out anything that would allow me to trace that car, it was nice to speak to Dan and recall some old times.. :)

Few things that jump out at me is tag has been off (I know, nothing much on 68 tag) and several small details. Doesn't look like a turn signal lever, looks like a standard Grade 8 bolt in lower control arm, Z/28 on drivers fender higher than one on passenger, etc,  just to name a few.

I had looked at them when they first came out. They did not have the tach in the speedo then. I ended up going with a set of Firebird Rally gauges w/o the hood tach, instead. Not the best pic but here is a link to how they look. (these are not mine, and are for a 68 instead, 160 speedo, and the coloring is different)

That is the later subframe from say a 74 Nova. That is the bracket for the rear top bolt of mounts that use clamshells on the engine. I have a sub from a 74 Nova to go in my 67.

 Not sure if it will work where you live, but I bought a pickup a few years back, with basically the same problem. My insurance company bonded it, and filed for a title in my name with my bill of sale.  Cost me $75.
 This is in Mississippi, so I don't know if other states will do this.

Just a thought.
