I am ready to repaint the dash on a car with a red interior. Can someone tell me if the vin plate was left unpainted or painted black on all dashes or was it painted the color of the dash? thanks

I believe in 69 they were painted the dash color. (check the AIM)

I have seen both black vin tags and painted ones that match the body color even on dashes that have non black interiors. Maybe someone can chime in with something a little more definitive but I believe this was not an exact science.

Design intent was that they were to be painted the same color as the upper instrument panel.

Was the upper instrument panel always satin black?
I'd imagine that another color's reflection on the windscreen to be a real pita.
In fact, I thought there may have been a design rule/law mandating it after a particular date during the era.

The upper steel instrument panel was painted interior trim color, with a low gloss and "suede" texture to minimize reflections.

That was the intent, but there are often exceptions like a black tag in a colored dash.
