I am looking for a carb for a 03D car. How close to the engine build has others found the date for the carb

The carburetor date is unrelated to the engine assembly date; the carburetor was installed at the car assembly plant, not at the engine plant, so it relates to the car's final assembly date.

I am thinking anything in the first 2 Weeks of march should be ok on a 03D? Maybe last week of February?
