Title: Does this look to be an original or a restamp block?

This block is for sale on e-bay.  So my question is, does this look like a factory stamp or restamp...This block was for sale months back and the guy wanted $4,000 for it then, but it did not sell..Its not listed by the same person that had it listed before, but the same area where is was listed before..West Tenn.

I'm wondering how he restamped a 'never decked'..etc.. block..  :)
