Were distributor bands always used off the assembly line or just for factory replacements?

Do you mean the aluminum ID band used on cast iron distributors?

Yes, That is the band I am refering to.

Only on cast iron distributors - they acted as the ID tags for the parts. No Camaro came with one.

That's correct - they used the 1111927, same distributor that was used on the 1969 Corvette L-88's.
