Saginaw 4 speed transmission.
Build date is R0C12.

I'm confused with that trans. :)
Maybe it was a service unit that had the VIN stamped on it.
The VIN stamp is definitely not factory and the assembly date a year and half too late for the car.
Note the 9's are the same. Maybe they intended 0N546978? Shifter is a 70+ unit.

I figured that the build date was too late, however, the vin stamped numbers do match a (later) style of Saginaw vin stamp (some later Super T10's have the same characters as well). I was scratching my head and figured I would post it up here anyway. The shifter is a 70 plus unit, however, anyone could have bolted that on. Please remove this lost and found if you think it is necessary.

With those casting numbers, that's looks to the a 73 or new trans. Bet it's for a 79 Camaro, but that still doesn't explain the assembly date year.....
