Can anyone help me as to when they started making the 3970010 Engine Block and how long did they make it? Plus how far from your bill date is the casting date allowed?
-
According to Jerry MacNeish's book, they began making the 0010 block in April, 1969.
With regard to the difference between the casting date and the build date, I'll defer to the experts. However, there were definitely exceptions to the rule. I have one DZ block (authenticated by Jerry) where the casting date and build date are different moe than a month. The only explanation we have come up with is that some blocks had to be returned for re-work. (I don't have the block here, so I can't tell you that actual difference.)

The 010 block was made through 1979.

John, what is an acceptable date for your motor casting from the date of your car assembly date?
-
In the 2nd, 3rd, and 4th quarters of productions, the dates are very close. Engine block casting dates to assembly dates can be as close as one day.
