The 3902406 block (L35 & L78 engines) was used in the Camaro in 1967.  The casting date on this block is located on the right lower side of the block near the freeze plug.  The L142277 could be the partial vin for a Los Angeles built car but should have a "7" before the L.  Does this "partial vin" match the last 7 digits of the vehicle's full vin?  Also, there should be an engine assembly code stamped here on the engine pad close to the partial vin.  Is the engine assembly code there?
