WHEN WE CHANGE THE UPPER DASH AND OR FIREWALL, WHAT IS THE LEGAL THING TO DO ABOUT THE VIN NUMBERS.DO YOU CUT THEM OUT OFF THE OLD ON AND PUT THEM IN THE GLOVE BOX, OR CAN YOU WELD THEM BACK IN.

You should check with your State Highway Patrol. They should be able to tell you what is legal in your state.

Well, then try your state representative's office to find out what the actual law is.
I understand your concern.  I carry around copies of three state laws in my 68 (emissions, inspection and tag), simply because many law enforcement officers do not know details of the law.
