Is $25k a fair price when missing the original cowl tag and also missing the original engine, transmission and rear end?
Would spending another $10k - $15k get a 69 worth so much more if I had to sell it in 5 to 10 years

yes iff going the resto-mod route. Numbers mean very little in that market. For a stock Camaro, it is going to make for a harder future sell. I personally wouldn't dump more money into it, if it was missing the trim tag.

My worthless two cents...
A 'trim tag' or 'buck tag' is simply a plate attached to the body denoting its options, colors and where it was built. It is NOT a VIN. Since its missing, and what the others have mentioned, for a 'correct' car it will be a slight loss in value. IF you intend to build a modified car, its not really needed anyways. However, ANY potential car worth owning should have one in place. I'm not qualified to comment on a Camaro's reproduction buck tag, or where you can have one made. I do know that in the Ford world Kevin Marti will sell you one for your car...IF you can prove you own it.

Since its missing, and what the others have mentioned, for a 'correct' car it will be a slight loss in value. IF you intend to build a modified car, its not really needed anyways. However, ANY potential car worth owning should have one in place. I'm not qualified to comment on a Camaro's reproduction buck tag, or where you can have one made. I do know that in the Ford world Kevin Marti will sell you one for your car...IF you can prove you own it.
Well, maybe on a 68 since the trim tag info had limited information about the options it came with - unfortunately Chevy in their infinite wisdom decided to get lazy on this for whatever reason. But 67's and for the most part 69's they are important. Especially a car as rare as a 67 Z28. Without that tag , assuming no paper work or ownership documents, it's a huge $$ difference. And yes, it goes without saying that tags can be forged - but it helps to have the knowledge to check and verify.

Absolutely! ANY potential car with value/rarity missing buck tags, VINS, and proper paperwork is a major hit on value. As my wealthy car collector friends always say: "No documentation, NO premium"
