Aftermarket sells them. I know that does not answer your question, but with these plates being readily available, there is no need to make one, if that was your plan?

Had to replace the frame rails on the car so I need to put the plates back. The body shop through out the old rails and I forgot to tell them about them . Where can you buy them ?

CLASSIC INDUSTRIES (https://www.classicindustries.com/product/1969/chevrolet/camaro/parts/kw673.html) as well as most of the other vendors.
