Does anyone know if the tube for the right valve cover on the base of the cowl induction air cleaner is available anywhere? It's for a Z/28, not shown as a separate part in the AIM.

It's part of the base, crimped or tack welded in place. Not the same as the rocker cover tube which is 3/4". Early production tubes were 90º which will not clear a double-pumper carb. 2nd design had 2 45º bends.
Some of the older service replacement open element air cleaners included a bag of different vent tubes to cover a range of applications.

Only thing you can do is find an original open element base and rob the arrester tube off of that. It's basically the same and can be tack welded in place. Length may be slightly different.

...and I know where a damaged open element base is located.

I don’t know if they are exactly the same but I’ve used them before and they work out fine, some mocking up before I plug tig welded it back into the base.
