As far as I know there is NOT a running change for the horn bolt in the assem manual.

I’ve seen original horn mounting bolts mostly in manganese phosphate however some in clear (silver) zinc, what’s the determining factor which finish was used?

They were removed by a revision to the A.I.M dated 10/68.

What was removed 10/68?

I should have added that the zinc plated bolts were changed to the same phos bolts that holds the lower hood latch. The numbers are there, and somewhat hard to read in the revision box, depending on your copy of the AIM. Later I will look up a page # for you.

Hi Mike, our original 68 had zinc plated bolts but seems like most 69’s have the phosphate but have noted both.

Yes Chick. I have seen a few very early built 69's with bright plated bolts. There was most likely a transition period until old stock was used up.
Not a Camaro, but on Grady's Nov 68 built 69 Nova, it had a bright plated horn bolt. I believe a hardware Change like this and others was across the whole GM line ? Not just Camaro JMO.

I was told by an old Delco engineer that electrical parts were designated to be attached with silver or cad plated bolts for ground purposes.

Depends on build date. That is the positioning per the AIM. A friends' 10B Norwood Z/28 has them in the AIM position. Definitely switched in production shortly afterwards at both plants; AIM never updated.
