Does anyone know about this item? I've never heard of it and it doesn't show in the AIM.

Yes, the original part number for the "reinforcement" was Group 1.062, P/N 3720616, and was used (among other models and divisions), on the 68 Camaro with Torque Drive and 67-68 Camaro V8 (exc C60 or A.I.R.). The original dimensions were 1/4" thick x 3.5" OD x 5/8" ID with four 11/32" holes.

I knew that sounded familiar, however for whatever reason when I search, it doesn't come up. I guess the gist of that thread was it wasn't used?

I have that on my 67 L35 behind the pulley.
It's not 1/4" thick though. It looks more like .040"
I have an extra in a bolt box I can measure if needed.

No, but thanks Mike. I was going through a catalog and saw the part and searched for info on it. As I said above, I didn't find that thread and can see no reason to put it on as the pulley seems pretty stout. The only caveat is my pulley alignment is off about that much. Hmmmm.
