Title: 69 radiator code questions

Recently, on eBay I saw an original ( reported ) radiator for a 396-375hp manual transmission equipped Camaro.
This radiator went for close to $700.00 and I didn't bid because I had a question on the tag and the seller could
not answer it for me.  He claimed to be the original owner of this car.

Here's the tag in question:

So, he is what I'd like to know.  If this tag is for a 69 Camaro, why does it have a "68" code on it?
Could it possibly be an early build tag?  Did such a thing exist ( tag wise )?

Lastly, can anyone decode this tag for me? 
What does the "IL" designate?
What does the "OO" designate?
What does the "68" designate?
What does the "ZD" designate?
What does the "R" designate?
What does the "3017837" designate?

Radiator codes are something I never followed too closely.  The final price for this auction
tells me that maybe this was the "real deal".
