Title: VIN upper dash panel question

I am looking at purchasing a 69 Camaro collector car, not a plain jane. I am in the process of checking out all the numbers, paperwork etc. I know this was a common problem, the windshield leaked over the years which caused the upper dash to rot and rust. He replaced the upper dash panel which means the VIN plate had to be removed and reattached. My question is if the hidden VIN, drive train numbers, owner history and paper work all check out would this be a deal breaker for you? I know the repop panels are easy to detect because of the VIN window. I would really like to own the car but it isn't cheap and I don't want to invest in a car with a permanent black eye.
I would appreciate your thoughts please!

 If the hidden and dash VIN match, it would be perfectly fine for me. Knowing that the dash does rot in that area especially would make it understandable for the need to rework it.
