this is are garage find 69 09b the tag on the multiplex unit is 91bmp21 and the number on the am fm radio is 91bfp21 any information on this would be welcomed

91BFP21 breaks down as follows:
9 - 1969
1 - Chevrolet
B - Full size models (Impala, BelAir, Caprice, etc...)
FP - AM/FM mono radio
21 - Revision level
91BMP21 breaks down as follows:
9 - 1969
1 - Chevrolet
B - Full size models (Impala, BelAir, Caprice, etc...)
MP - FM Multiplex adapter (second part of a two-piece radio)
21 - Revision level

this looks to be born with the car could this have been born with the car?

Not according to the numbers you posted. If it was factory installed, the codes would be 91AFP21 and 91AMP21
Unless the site it wrong. Anyone have an actual 69 Delco book they can look it up with?

the production the number on the multiplex unit is 7307371 and the production number on the radio is 7307321 could this be dealer installed because this unit looks untouched

I swapped - upgraded a few radios back when with units from the junk yard almost any GM radio fit almost any GM car. 30 years later you wouldn't be able to tell how or when that car got that radio. But I could also see an occasional LA car having a radio designated for another model built on the same line. They would not stop the line because they didn't have the right radio.
