What is the correct part number for a 4053 holley carburator fast idle cam.

It's the part labelled 29 on the diagram, located HERE (http://www.holley.com/data/TechService/Technical/4150%204160%20Exploded%20View.pdf). I can't check my Holley parts catalog at the moment, but I'm sure if you called Holley Tech Support, they'd be able to look it up for you.

My original carb has a 41r499 fast idle cam on it, but my spare list carb has a 41r539 fast idle cam on it. Which one is correct?

I believe it's the 41R-539. Looking at a copy of a 4053 parts breakdown 'Holley Carburetion Variable Specifications And Parts' with part numbers that I have had since 1974 indicates (136)41R-539. Exploded view shows fast idle cam like what Everette's part number shows, but that not what is on a 4053. The one on the ebay auction may be green, but is more like what's on the OEM carbs.
Here is a pic of one.

That light colored fast idle cam looks just like the one on my original 4053 carb, now where do you find this cam?

419499 is correct if it's green it's incorrect should be white(ish) Call Craig's Carb Restoration 386/518-6040 carbguy@cox.net. he has the #'d part and also the correct choke pull off w/the angled vacuum port.
