Title: 69 norwood tag help

Shouldn’t all 69’ Norwood tags have the Xcode. Not sure why this one doesn’t have at the very minimum the x44(base) code? Am I missing something or misreading it?

Norwood didn't start using the X codes until the 2nd week of December. The tag pictured is from the first week of November. Too early for an X code.
