Thoughts, pretty sure the 01 9 V is January 1969 - Flint. This is based on other examples.

01 13 F could be the actual day of assembly, Jan 13 and an inspectors or assemblers mark/letter designation.

No idea on 12 2.

We have sold pop and water at swap meets before. Some don't allow it to those without a good vending permit. Our "workaround" was to have a sign selling lug nuts for $1 (or whatever the price you charge) - then state "free water or pop with purchase of each lugnut".

Cam change is still your best bet if you don't want to change the look of things. An older non GM aluminum intake can be painted orange to have a stock-ish look.

I guess I assumed timing would have already been optimized with what you have. Carb may or may not help much - depending on what you do.

Headers and better exhaust, yes that would help too. Just depends if that is ok for the look you want.

Or you can go the route of putting the original engine on a stand - and building something else.

Doesn't have it. Shouldn't have it. Just means can't use the assembly stamp to prove it was originally an M22.

It's probably getting close to what it's worth, but maybe still a bit high.

Why? Well it's not a proven true original M22. At least one plug MAY be the right type, but pic isn't great. It's too early to have the C ratio code in the assembly date, so that doesn't help. Gear set is new.
