Which is the correct cap, the one with small ears or completely round with raised letters? Also if its the latter can they be restored and by whom? Some surface rust on the face and handles and the inside brass breather has what apperas to be mold looking substance of some type or has just discolored white................Looks like one of those science experiments we did way back in grade or Jr. high school!

The original correct assembly line were completely round (No ears)with raised script. I will see if I can find a picture.

No it does not and you can purchase it at PepBoys and Harbor Freight. Works great and I use it a lot when re-conditioning/restoring parts. Here is a before/after example:

Evapo rust is the best thing I have ever seen or used. I leave it in overnight and it looks like new.

I just had my original gas cap soaking for 5 hours hours and its amazing how great it now looks. I was going to shoot before and after photo's but the camera's busted!
I rinsed the cap in cold water real well, shook it to get excess water out then heavily coated it with Boshield and will see how it looks tomorrow after drying.

my 69 is exactly the same except anti surge is not there but vented is would this also be correct

No. The correct assy line cap is the one I posted, the very first design also had a small hole on the back poppet cover.
The cap you have is directly vented to atmosphere and most likely piss gas out when you start out with a full tank.

I think it is for station wagon applications, they guy has it listed wrong.
The whole purpose of the Anti surge cap is to maintain a very slight pressure in the tank to avoid splash out, and it can still happen if your topped off, and the tank is very hot, and you launch hard. But not likley.
Untill you find a OE cap I would just run the laster GM cap with the ears, there cheap and work the same.
