Wonder if  R-B-W alt bolts would be acceptable ?

I need to dig out my 68Z bolt & look at it.

There must have been a variety of qualified GM vendor-suppliers for this hardware. I will look for additional road test samples, my 67/68 - 396 Car photos from road tests are not much help since the bolt head washer combo is rear facing and not clearly visible in most engine photos

Bolt- Bright Zinc
Lock- Mag Phosphate/Black Oxide
Flat- Bright Zinc

I have rebuilt 3 each First design versions.
PC #9 Is the Erie Penn. Cap Plugs, Plastic cap.
The detent has a spring like action by virtue of the slope of the pin, ball bearings, shell retainers and RTV encapsulation all contained by the Plastic orange-red cap.
Big Pain to get fixed, & understanding why the second design was introduced.

Here is a Shot of the 68 (LOS) TH400 Kickdown electrical Harness (GM)

The Orange Wire  (Carb mounted Switched supplied+12VDC) down to the Driver side of the Trans is a Passing Gear internal solenoid that is part of the Valve body.

Your Neutral Safety switch will be a) Part of the steering column or b) Part of the console shifter assy for D55 cars.

You have a valid point, the Square recess pockets in the speedo and trans drive gears MUST have some clearance (i.e.0 Free space) plus the side clearance in the sheath and the cable compressibility to add up to allow a 63" to work.
If it is not a huge risk of expense go for the 63"'er
